Police: Recruiting center gunman targeted military

LITTLE ROCK, Ark. – A man with "political and religious motives" killed a soldier just out of basic training and wounded another Monday in a targeted attack on a military recruiting center, police said. The shootings were not believed to be part of a broader scheme.
A police report based on an interview with the suspect says Abdulhakim Mujahid Muhammad, 23, told police he observed two soldiers in uniform, drove up to the recruiting center and started shooting.
"He saw them standing there and drove up and shot them," Lt. Terry Hastings told The Associated Press. "That's what he said."
The two soldiers who were shot had completed basic training within the past two weeks and were not regular recruiters, said Lt. Col. Thomas F. Artis of the Oklahoma City Recruiting Battalion, which oversees the Little Rock office.
William Long, 23, of Conway, died, and Quinton Ezeagwula, 18, of Jacksonville, was wounded and in stable condition, Police Chief Stuart Thomas said.
Both men were from nearby hometowns and volunteered to work at the recruiting center to attract other locals to the military. "They can show the example, 'Here's where I was, and here is where I am,'" Artis said.
Messages left for family members of Long and Ezeagwula were not immediately returned Monday evening.
Police arrested Muhammad, 23, along an interstate moments after the shootings at the Army-Navy Career Center in a shopping center in west Little Rock.
Muhammad had converted to Islam at some point in his life and interviews with police show he "probably had political and religious motives for the attack," the police chief said.
Muhammad, previously known as Carlos Bledsoe, was not part of a larger group nor was his attack part of a larger conspiracy, Thomas said.
"We believe that it's associated with his disagreement over the military operations," the police chief said.
Thomas said Muhammad would be charged with capital murder, plus 16 counts of committing a terroristic act. Thomas said most of those additional counts resulted from the gunfire occurring near other people.
The accused shooter's father, Melvin Bledsoe of Memphis, Tenn., hung up on a reporter who called about his son's arrest Monday night.
Witnesses told police that a man inside a black vehicle pulled up outside the recruiting center and opened fire about 10:30 a.m. Long fell onto the sidewalk outside the center while Ezeagwula was able to crawl toward its door.
Police said an assault rifle and other weapons were found in the vehicle when Muhammad was arrested.
Jim Richardson, the manager at a drug store around the corner from the Army-Navy center, said people at the store didn't realize anything was amiss until hearing sirens outside.
"Nobody heard any gunshots," Richardson said.
Steven Johnson, an 18-year-old recruit, was on his way to take a qualifying test when he found police cars at the center. By early afternoon, Johnson was waiting patiently outside the yellow police tape.
"I'm going to check and see if they're all right," he said.

Mr. Holder, in a briefing with reporters, said administration officials are still reviewing individual cases of the approximately 250 detainees to determine which will be put on trial and which may be released to comply with plans to close the detention facility by next year.
Obama Asks Australia to Accept Gitmo Detainees
The Obama administration has asked Australia to accept a group of detainees from Guantanamo Bay, Reuters reported a government spokeswoman as saying Saturday.
It is the first attempt by Obama after requests by the Bush administration were turned down by Australia in January for "national security and immigration" reasons.
A spokeswoman for Australian Foreign Minister Stephen Smith confirmed the new request had been made.
"The Australian government will consider this request on a case by case basis and in accordance with the government's strict immigration and national security requirements," the spokeswoman said.
The request reportedly involves a group of Uighurs Muslim detainees from China's western province of Xinjiang.
On Friday, the Obama administration opposed the release of the Uighurs detainees into the United States.

Over 1.5 Million March in MayDay Immigration Protests
Over 1.5 million people took part in May Day demonstrations to support immigrant rights in one of the largest days of protest in the country's history. Across the nation immigrants refused to go to work or school in what was dubbed "A Day Without Immigrants." Major demonstrations were held in dozens of cities across the country. In Chicago organizers said up to 700,000 people took to the streets. Over a half million marched in Los Angeles. In Denver, at least 75,000 people—about one-sixth of the city's population—participated in a march on the state capitol. 50,000 people gathered in a series of protests in Florida. In New York City, over 100,000 marched from Union Square down Broadway. Thousands of businesses closed for at least part of the day in solidarity. Students walked out of classes across the country. In Los Angeles about one in every four students was absent. In Chicago as many as one-third of students didn't go to school. The Associated Press reported at least 1.1 million people took part in the protests but that estimate was based solely on police accounts. Organizers in several cities said the turnout would have been even larger but many undocumented immigrants were afraid to come out following recent immigration raids.

Project Camelot was a social science research project of the United States Army in 1964. The goal of the project was to assess the causes of violent social rebellion and to identify the actions a government could take to prevent its own overthrow. The proposal caused much controversy among social scientists, many of whom argued that such a study would end up using social scientific research to strengthen established government and to put down revolutionary movements in Latin America and other volatile places. Chile was to be the test case for the project, but the Norwegian sociologist Johan Galtung, who had been invited to be a contributor, worked hard to alert Chilean and US social scientists of the project's true purposes.
The project was canceled as the US Defense Department came under increasing criticism for attempting to subvert social research, as well as arguments that social science research was an appropriate way to avoid cultural conflict.

The REAL ID Act: An Update

In just seven short months, states will begin issuing drivers' licenses and identification cards in accordance with federal standards, and they'll begin making their databases of driver information available nationwide. At least, that's how the REAL ID Act would have it.
In fact, it's unlikely that a single state will comply with this national ID law — a whopping unfunded surveillance mandate passed hastily by Congress in May 2005. The Department of Homeland Security asked states to commit to REAL ID or ask for an extension by October 1st, so now is a good time to review where things are with REAL ID, and perhaps see where they're going.
Congress passed REAL ID in May 2005. Attached to a military spending bill, it was adopted without a separate vote in the Senate and without a hearing in either house of Congress. The law purports to set federal standards for state-issued drivers' licenses and IDs. If states don't meet the standards by May 2008, it says, they won't be acceptable for federal purposes. The most important of these purposes is air travel — showing ID at airport checkpoints — but the law allows the Department of Homeland Security to add others.
Driver licensing and identification policy have always been based on local needs, but the REAL ID Act sought a federal takeover of Departments of Motor Vehicles . REAL ID would require state DMVs to accept a federally defined set of documents as proof of identity, and it would require DMVs to verify these documents with issuers — never mind that the infrastructure for doing this is pretty much imaginary. More concerning, REAL ID would require all IDs and licenses to have a common "machine-readable technology" — the groundwork for routine, automated checking of all Americans' IDs. Even worse, DMVs would make the driver information in their databases available nationwide. The privacy and data security of Americans? DHS would deal with it in the regulations.
In late 2006, with the REAL ID deadline looming and no clarifying regulations out of the DHS, state leaders were getting antsy. Facing an unfunded mandate estimated at $11 billion — a mandate to build a federal surveillance infrastructure, no less — states across the country began to voice their displeasure. Maine was first. A bipartisan, nearly unanimous resolution against REAL ID passed both the state senate and the state house on the same day.
When the regulations finally did come out, they gave states no solace. The total cost of compliance, by DHS's own estimate, was $17 billion. And Americans' privacy and data security? DHS left it to the states. The regulatory analysis of its work — DHS's big chance to show how REAL ID would benefit the country — made no attempt to describe — much less quantify — how REAL ID would add to the nation's protections. It did find that REAL ID might suppress identity fraud — but by an embarrassingly small amount. REAL ID would bring a dime in identity security for every dollar spent.
The regulations proposed an interesting bargain to states: If they committed to compliance by October 2007, the Department of Homeland Security would ignore the law's deadline and give them until December 2009 to figure out how to do it. The deal did not win states over to DHS's national ID program, though, and they continued to pass resolutions and bills outright refusing participation in REAL ID. A total of 17 states have now passed such legislation.
In the meantime, Congress was taking notice of what it had done. In early 2007, it held its first hearings on the law passed two years prior. This helpful exposure of the errors in REAL ID's ways was not enough to prompt corrective action, but a couple of times since then REAL ID has come up in Senate debate. These episodes reveal the lack of support for a national ID now that the idea has gotten some examination.
In the debate on immigration reform, for example, REAL ID was part of the consensus bill's "internal enforcement" provisions, requiring Americans to have a REAL ID when they applied for work. In the United States of America, a national ID would have been required to earn a living. This noxious provision catalyzed the downfall of the immigration bill. When the Senate refused to table an amendment striking REAL ID from the bill, debate stalled, and the bill died.
A similar vote during debate on the Department of Homeland Security appropriations bill a month later again showed that the Senate has no stomach for the REAL ID Act. Taking the stance that Congress should fund REAL ID or repeal it, Senator Lamar Alexander offered an amendment to spend $300 million dollars on grants to states for REAL ID compliance. The Senate did not adopt the amendment.
With a significant number of states committed not to implement the national ID plan, the Congress unwilling to prop it up or fund it, and the DHS yet to issue final regulations, REAL ID is mostly dead. But government contractors and state bureaucrats are still working to build this national ID system, going so far as to train up for REAL ID advocacy using taxpayer funds. At a recent REAL ID conclave in Washington, D.C., DMV bureaucrats sat through panels with titles like, "Bringing Your Public Onboard . . . ."
Some border states are pushing forward with licenses and ID cards that might be REAL-ID- compliant because DHS is holding them out as a potential border crossing card. The Western Hemisphere Travel Initiative — another of the federal government's false-security excesses — restricted Americans' travel to Canada and other neighboring countries starting in January. Because of this, and despite legislation to reject REAL ID, the bureaucracy in Washington State, for example, is moving forward with a "hybrid" license easily convertible to the REAL ID system.
Good things are happening in other states, though. In New York, Governor Elliot Spitzer has taken a sensible approach — treating his state's driver's license as simply that: a license to drive. He recently announced that drivers' licenses would be available to New Yorkers without regard to their immigration status. Spitzer's belief is that using the driver's license as an immigration card causes illegal immigrants to avoid licensing and the training that comes with it. This increases unlicensed driving, uninsured driving, and hit-and-run driving. It raises insurance costs for legal drivers and increases roadway injuries. Spitzer is not willing to shed the blood of New Yorkers to "take a stand" on immigration, which is not a problem state governments are supposed to solve anyway.
It's a welcome — and somewhat surprising — move, to see a Democrat and law-and-order-type former attorney general resist mission creep in a state bureau and hold fast to the federal system devised in the constitution. But he's done the right thing. Thanks most recently to Governor Spitzer, and to state leaders from across the ideological spectrum, REAL ID is in collapse. There are bills in the U.S. Senate and House to repeal REAL ID, but Congress has yet to fully acknowledge its error. And advocates for a national ID, and all the surveillance that comes with it, will not give up without a fight.

In April 2007, Montana took a stand against the Real ID Act and became the first state to pass legislation that rejects implementation of the federal law that establishes national standards for securing the issuance of driver's licenses. With the deadline for complying with the law set for the end of the year, Montana's opposition remains firm.

Says financial, personal costs too high for state's residents

Lawmakers returning to work today in Virginia will have two pieces of legislation to consider which call for the state to ignore complying with the federal Real ID Act. Similar bills were considered last year but went nowhere.
Delegate Robert G. Marshall (R-Prince William) is a sponsor of the bill - "Basically, this statute that I put in is one to let the feds know that, one, the way you're going about this we have problems with, and two, if you intend to enforce this, we intend to challenge it," he declared.
The Real ID Act, which has garnished little attention by the mainstream media, requires states to reissue drivers licenses to meet federal standards, complete with biometic data, such as iris scans and fingerprints, encoded in it. While the Department of Homeland Security has pushed it as a way to prevent terrorism and identity theft, critics have railed against it as a defacto national ID, raising numerous privacy concerns.
Like so many questionable acts, Real ID was born out of the chaos following September 11. Since it was enacted in 2005, at least 42 states have considered anti-Real ID legislation, with either half of those passing bills either prohibiting the state from participating or pressing Congress to amend/repeal the act.
Spokeswoman for Dept. of Homeland Security Laura Keehner issued a vague threat to those who won't comply - "The bottom line is that citizens of states who do not move forward with the Real ID mandate from Congress will see real consequences." Not to be overly dramatic, but it conjures up images of old WW II movies where Nazis would demand to see your papers and if you couldn't produce them…well…they saw real consequences as well.
Of great concern is the consistent attempts by the federal government to create huge databases compiling information on their citizens. The most recent being:
* TIA - Initially called "Total Information Awareness" but later changed to "Terrorist Information Awareness" over public outcry because of privacy concerns. Eventually it was defunded in 2003.
* MATRIX - "Multi-state Anti-Terrorism Information Exchange," a federally funded data mining operation, its funding was cut by Congress in 2005 over privacy and surveillance concerns.
Although unlikely, there is a possibility that changes could come to Real ID - President Elect Obama nominated AZ Governor Janet Napolitno to head Homeland Security. Last June she signed legislation rejecting Real ID for her state because of the cost to the state.

Preparing for emergencies is nothing new for Patricia Bean, Hillsborough County, Fla., administrator. After all, hurricanes are a way of life in the Southeast, and readiness for the next storm is at the top of every official's list of essential tasks.
But, anticipating an influenza pandemic is different. "We're used to dealing with a situation that we see coming and then passes," she says about hurricanes. "But this situation is very different. We may have 30 to 40 percent of our staff out of work. How can we cover that?"
Bean is most concerned about a warning from the federal government that local officials are generally on their own if a pandemic strikes. "The federal government is not equipped to handle a pandemic all over the country ," she says. "Local governments will have to step up and be responsible."
The threat of a flu pandemic lurking just over the horizon has Bean and many other local officials questioning how their communities will respond. In fact, a recent call-in/Web program produced by the Washington-based International City/County Management Association on avian flu outbreak preparation drew more than 1,700 officials, who flooded the contributors with questions.
If the avian flu makes it to the United States, the consequences could be truly catastrophic, starting with an expected death toll of 2 million Americans, according to the Department of Health and Human Services. "Governments have to start preparing now," says David Heyman, director and senior fellow for the Center for Strategic and International Studies, a Washington-based think tank, who has been working and writing on the avian flu issue. "The worst time to prepare is at a time of crisis. What do you tell the public when you don't have vaccines once the flu hits?"

Swine flu cases in Cyprus, Greece
NICOSIA, Cyprus -- Cypriot authorities confirmed) the country's first swine flu case on Saturday (May 30th). Final test results showed a 29-year-old Moldovan woman who recently returned from the US was infected with the A/H1N1 virus, Health Minister Christos Patsalides told reporters. She is currently under medical surveillance in a special ward at a Limassol hospital. Patsalides added that a second person who travelled on the same aircraft has also shown symptoms and is under observation.
On Friday, the Pasteur Institute confirmed Greece's fourth swine flu case -- a 23-year-old woman who arrived from New York last Thursday. The woman is being treated at Sotiria Hospital in Athens. The second and the third patient diagnosed with the flu in Greece are still in hospital but are doing well and will soon be discharged, local media reported.
Meanwhile, a London-based laboratory confirmed positive swine flu tests for three patients in Romania. The patients -- a 30-year-old woman, her baby and her father -- are being treated at an infectious diseases hospital in Bucharest and their condition is good, the ministry said.
